The move extends FedRAMP High authorization beyond Devin Desktop (formerly Windsurf) to the full stack, including Devin Cloud—per Cognition’s public-sector post (Shands Pickett).
For teams that already clear Desktop and CLI through FedRAMP High, DoW IL4/5/6, and ITAR paths, the practical change Cognition emphasizes is Cloud: end-to-end agent work inside environments that require Marketplace visibility.

According to the official blog, agencies and defense engineers gain access to Devin under the In-Process High listing. Cognition cites customers including the U.S. Army, Navy, NASA’s Jet Propulsion Laboratory, and Anduril, alongside commercial names such as Goldman Sachs, Citi, Dell, and Mercedes-Benz.
The post frames four federal use cases: finding and fixing vulnerabilities (including Security Swarm and CISA-related remediation timelines), modernizing legacy / COBOL-era systems, giving every engineer a fleet of agents under OPM’s Tech Force partnership narrative, and migrating apps to federal cloud platforms with infrastructure code.
Governance claims in the same post: isolated VMs per agent, org-controlled repos and credentials, logged actions, human review before merge, and central budgets.
