Devin CLI v3000.6.11: Improved MCP Connection

The Devin CLI has been updated to version 3000.6.11, bringing improvements to the MCP connection setup. Previously, if the server stalled, later requests would be left waiting. Now, the connection setup will time out, allowing a retry to establish a fresh connection. This change benefits users who experience server stalls, enabling them to retry and establish a new connection. Additionally, the devin worker start command no longer fails with an HTTP 403 Forbidden error when bootstrapping a personal outpost from an enterprise CLI login. The notes list bug fixes only.
